Stop Sign Update - Approved
December 6, 2011

PWCDOT, VDOT and our County Supervisor have officially approved of the stop sign on Estate Manor Drive and Lords View Loop/Wales Court. Therefore the approval process is now complete. The stop sign should be in place by the end of winter 2012.

HOLIDAY TRASH SCHEDULE
November 2011 through January 2012

There will be NO TRASH COLLECTION on Thanksgiving Day (11/24/11). Trash will be collected on our next regularly scheduled service day. Because Christmas Day and New Years Day both fall on Sundays this year, there will be no interuption in service collection days due to those two holidays. The recycling collection will not be changed during the holiday season this year.

CHRISTMAS TREE RECYCLING:
Trees will be collected on Thursdays in January of 2012. All decorations, tinsel, garland, etc. must be removed from trees. Do not place trees in plastic bags.

INCLEMENT WEATHER:
American Disposal Service will suspend collection in areas which they deem unsafe due to snow or ice, or at a time when weather has deterioated to the point where conditions are deemed unsafe. Their services will resume on our next regularly scheduled service day.

Dog Licenses Need Renewing for 2012
If you have a dog older than 4 months and you have not yet applied for his/her 2012 license, they go on sale in November for the coming year and are a requirement of Prince William County. Halloween Just Around the Corner!

Trick-or-treating begins once it gets dark on Monday, October 31st. Although there is no "official" end time, trick-or-treating in our neighborhood typically ends @ 8:30 PM to respect the families with little ones and early bedtimes at home. As always, if a home has no lights on that evening, please do not ring their doorbell; for not all families celebrate Halloween and/or are able to answer their door that evening. For those of you who do celebrate the occasion, enjoy the evening of fun! Please note: Prince William County does have a later evening curfew for older children unaccompanied by parents. GLCC Family Festival - Free Admission!

Grace Life Community Church's annual family festival at 9560 Linton Hall Road in Bristow is always a blast with so many different things to entertain you and your family including moon bounces, games, a dog show, live music and more! Your Phone Call Is Needed for Stop Sign Support!

The county signs for residents to call in to provide feedback for the proposed stop signs at Estate Manor Drive and Lords View Loop are now in place. If you support slowing the traffic on Estate Manor Drive, then we need your help, so please call 703-792-6817 within the next few days. If Glenkirk residents want to be the majority voice heard, then we ALL need to call in, for Prince William County is determining the local level of support for this change utilizing the feedback from these calls. Please remember that the stop signs are being proposed at that intersection in order to help slow down speeding traffic on Estate Manor Drive. 2012 Quarterly Dues Announcement
At the October 4, 2011 meeting, the Board of Directors unanimously approved a budget with NO increase in quarterly HOA dues for 2012. Therefore effective January 1, 2012, the quarterly HOA dues will remain at $275 for the calendar year. The 2012 budget will be posted online on the "HOA Management Page" of this website, once it becomes available.

Stop Sign Status
(posted & revised in mid-October 2011)

The HOA received your comments regarding a stop sign at the corner of Lord’s View Loop/Wales Court/Estate Manor Drive. Thank you for your feedback, the process is now officially underway. Since a strong majority of residents replied in favor, in addition to several requests over the past few years, the Glenkirk Estates HOA Board of Directors submitted a formal resolution requesting this stop sign be installed on behalf of the Glenkirk Estates HOA. The county then installed temporary signs at that intersection to invite public comments, welcoming comments from Glenkirk Estates residents as well.

The signs were be posted for approximately a total of two weeks. At the request of a Supervisor or the County Board, a public hearing may be held. Comments will be compiled by the Prince William County Department of Transportation and forwarded to the appropriate County Supervisor along with a recommendation from the Prince William County Director of Transportation. If a multi-way stop is recommended by the Supervisor, then the PWCDOT will prepare a resolution for the Board of County Supervisors. If the resolution is passed, VDOT will be requested to proceed with the installation of the multi-way stop.

Rollins Ford Road Update

The PWC Board just approved the contract for the construction of the signal at Rollins Ford Road and Linton Hall Road. Also, PWC is already at work on the transition to open up the 4-lane section of Rollins Ford Road between Linton Hall Road and Estate Manor Drive. They are hoping to open this section with the installed signal by the end of this fall, weather permitting. The county will also be extending Rollins Ford Road to Vint Hill Road. This project is larger in scope, and construction will not begin until late 2012 at the earliest.

Estate Manor Drive Proposed Stop Sign:

As many of you know, traffic control along Estate Manor Drive has become a growing concern over the years. Now that the section of Glenkirk Estates located on the north side of Rollins Ford Road is nearing completion, residents are seeing the volume of traffic increase. Speeding is also a problem, and with so many children in the community, safety is a concern. This issue was discussed at the last few annual meetings that are held every June, and we continue to receive emails about this as well.

Individual homeowners have approached the Prince William County Police, the Virginia Department of Transportation (VDOT) as well as the Prince William County Department of Transportation (PWCDOT) asking for action to be taken to control speeding. In response to this, the PWCDOT is proposing to install a four way stop sign on Estate Manor Drive at the intersection of Lords View Loop and Wales Court. This location was selected because it is the halfway point between Glenkirk Road and Rollins Ford Road. Other traffic calming devices such speed limit signs and additional crosswalks may be installed later, depending on need. The only proposal under consideration right now is the stop sign described above.

We want Glenkirk Estates residents to have the opportunity to comment on the proposed stop sign before the Board of Directors submits a resolution to the PWCDOT formally requesting the change. Mutt Mitt Station Committee Members Needed

The Board of Directors for Glenkirk Estates HOA has approved the installation of up to nine dog waste stations in the common areas of the community between Glenkirk Road and Rollins Ford Road. They will be serviced weekly by a contractor so that there is always a supply of waste bags. The trash cans will be emptied weekly to keep the receptacles clean.

We are in the process of determining the best location for the stations so that they are accessible by residents but not where they are offensive. We are hoping to get some input from a few interested homeowners, preferably dog walkers, who might know where the waste stations will be the most helpful. The Board of Directors has authorized a committee consisting of three to seven homeowners to be appointed to complete this task. It should involve one or two meetings at the most and a report to the Board with recommendations.

Back To School Sales Tax Holiday

The next annual Glenkirk Estates Community Homeowners’ Association meeting will be held on Monday, June 13, 2011 at 7:00 PM at the Glenkirk Elementary School. Please mark your calendar to attend! If you cannot attend the meeting, please complete and return the enclosed proxy form that was mailed to you prior to the meeting. The proxy form may be returned by mail or fax. It allows the Secretary of the Board of Directors to represent you at the meeting. This will help us reach a quorum (10% of the membership) so that business can be conducted. Stop Sign Request for Estate Manor Drive
For those residents interested in seeing stop signs placed on Estate Manor Drive to reduce speeding traffic, please contact VDOT directly, since our HOA has no jurisdiction over the roadways that have been turned over to VDOT. Click here to contact VDOT.

Summer 2011 Lawn Watering Days
During the summer months, the Service Authority experiences a substantial increase in the demand for water supplied to customers throughout Prince William County. Due to simultaneous irrigation, some households have experienced a drop in water pressure during the morning hours. As a result, the Service Authority is asking customers to adhere to the weekly irrigation schedule below:
~If your address ends in an EVEN number, please water on Monday, Thursday and Saturday.
~If your address ends in an ODD number, please water on Sunday, Tuesday and Friday.
Customers may irrigate on Wednesday as an alternate day. Additionally, please activate your irrigation systems at different times from those of your neighbors, and consider how much water your landscape truly requires to be healthy. Your cooperation in this matter is greatly appreciated! Thank you.

Kingsbrooke Swim Team Registration for Summer 2011
Kingsbrooke Swim Team currently has open on-line registration (you do not have to be a resident of Bridlewood to join the team) for boys and girls who can swim 25 meters unassisted. Daily practices begin June 1, 2011. Click here for more information. Note: Glenkirk Estates does not have a swim team at this point in time, yet we hope to have enough swimmers and parent volunteers in a few years to start a team once our neighborhood has been developed full scale.

This is just a reminder that pool passes and 2011 pool pass stickers have not been issued to residents with HOA debt or in violation of our architectural guidelines. Virginia Sales Tax Holiday - Hurricane Preparedness
May 25-31, 2011

During this seven-day period, purchases of items designated by the VA Department of Taxation as hurricane preparedness equipment, including portable generators, will be exempt from the Virginia sales tax. Portable generators must be priced at $1,000 or less, and other eligible items must be priced at $60 or less for each item. Retailers may also choose to absorb the tax on other items during the holiday period, but they are responsible for paying the tax on those items to the Department of Taxation. Clubhouse Committee Members Needed!
Our HOA is in need of a few reliable, trustworthy volunteers to serve on our Clubhouse Committee. Duties would involve briefly checking in and out residents renting the clubhouse for private events, typically on weekends. Active, participating members would each be eligible to have the clubhouse rental fee waived once per every six months of service completed, for their personal use. Our HOA is looking for Glenkirk residents to take turns visiting the pool at least weekly, in order to provide an overview to our HOA Management Company of how day to day operations appear to be managed and to report any problems or maintenance issues needing attention. Kindergarten Registration for 2011-12 School Year

Kindergarten registration for the 2010–11 school year is set for Thursday, April 14 and Thursday, April 28 at individual schools. Associate Pool Memberships Now On Sale
For Summer 2011!

This year we will again be selling a limited number of associate pool memberships to families in the immediate area that do not live in Glenkirk Estates. The fee to join the pool for the 2011 season is $475.00. If you know someone who may be interested, please ask them to contact TWC Association Management at (703) 437-5800. Associate pool memberships are being sold on a first-come, first-served basis to most communities in our area, and sales will stop as soon as 25 have been sold. Important note: This year, returning associate members will have first preference if their applications are received before May 1, 2011. Lamp Post Bulb Replacements - Change in Policy
The lamp post lights are the primary street lights for our community, and provide an additional measure of security within our neighborhood. Prince William County also requires that the lamp post lights on each lot be kept in proper working order. On March 31, 2011, the GEHOA Board of Directors voted to begin charging our incurred cost to change out the light bulbs to those homeowners in violation. An energy efficient 7 watt bulb would be used, and the work would be done by a contractor hired by GEHOA. To avoid being invoiced for labor and materials, please keep your lamp posts and light bulbs in working order. We estimate that the charge to each homeowner for this service will be $15 every time the bulb is changed for you, and it will be done automatically if your light is out for more than three days. Charcoal Grill Update
Please feel free to stop by our recreation center to view the new, beautiful charcoal grill that has been built for our community! The grill is large enough to be used by more than one family at a time. 2011 Social Committee - Volunteers Needed!
The Board of Directors is looking for homeowners to serve on the 2011 Social Committee. The 5-7 member committee that is appointed will organize several activities throughout the year to appeal to various segments of the community. The Board of Directors has approved the installation of one brick grill on the clubhouse grounds to accomodate homeowner cookouts and other activities. The design, grill placement and rules for use will be presented to the Board for consideration at the March Board meeting so that the grill can be built before the pool opens. Note: At the August 31, 2010 meeting, the Board of Directors approved a small fee increase for 2011. Therefore effective January 1, 2011, the quarterly HOA dues will increase to $275, which is only a 3.4% increase compared to the 10% annual increases in years past. This increase is necessary to help compensate for the continued effects of the current housing market, and will cover not only our budgeted operating costs and allocations to our reserve funds, but will also allocate funding toward the purchase of long requested charcoal grills for our recreation center. Snow Days
On days when it snows, PLEASE PARK YOUR VEHICLES IN YOUR DRIVEWAY AND/OR GARAGE. This will allow the snow plows to get through on your street, and will also prevent your vehicle from being blocked-in after the plow has gone by. Also, please remember that you are responsible for shoveling the sidewalk and driveway in front of your house. The unshoveled snow causes the sidewalks to be slippery and hazardous to walk on. In addition, children going to and from school must walk on the street to get around a snowy, icy sidewalk, putting them at risk. We appreciate your cooperation.

Gainesville District Quarterly Town Hall Meeting
December 8, 2010 from 7:30 to 9:30 pm

Gainesville District Supervisor John T. Stirrup will hold his next Gainesville District Quarterly Town Hall Meeting on December 8th from 7:30 to 9 p.m. at Samuel L. Gravely, Jr. Elementary School, 4670 Waverly Farm Drive in Haymarket. Supervisor Stirrup will give an update of issues concerning the Gainesville District followed by a question and answer session. Supervisor Stirrup holds Quarterly Town Hall Meetings to provide an opportunity for Gainesville District residents to receive updated information and have their questions answered. If you have a dog older than 4 months and you have not yet applied for his/her 2011 license, they are available now and are a requirement of Prince William County. HOLIDAY TRASH SCHEDULE
November 2010 through January 2011

There will be NO TRASH COLLECTION on Thanksgiving Day (11/25/10). Trash will be collected on our next regularly scheduled service day. The recycling collection will not be changed during the holiday season this year.

CHRISTMAS TREE RECYCLING:
Trees will be collected on Thursdays in January of 2011. All decorations, tinsel, garland, etc. must be removed from trees. Do not place trees in plastic bags.

INCLEMENT WEATHER:
American Disposal Service will suspend collection in areas which they deem unsafe due to snow or ice, or at a time when weather has deterioated to the point where conditions are deemed unsafe. Their services will resume on our next regularly scheduled service day.

Halloween Just Around the Corner!

Trick-or-treating begins once it gets dark on Sunday, October 31st. Although there is no "official" end time, trick-or-treating in our neighborhood typically ends @ 8:30 PM to respect the families with little ones and early bedtimes at home. As always, if a home has no lights on that evening, please do not ring their doorbell; for not all families celebrate Halloween and/or are able to answer their door that evening. For those of you who do celebrate the occasion, enjoy the evening of fun! Please note: Prince William County does have a later evening curfew for older children unaccompanied by parents. Quarterly Dues Announcement
Quarterly HOA dues of $266 are due by October 1, 2010. This covers October, November and December of 2010.

At the August 31, 2010 meeting, the Board of Directors approved a small fee increase for 2011. Therefore effective January 1, 2011, the quarterly HOA dues will increase to $275, which is only a 3.4% increase compared to the 10% annual increases in years past. This increase is necessary to help compensate for the continued effects of the current housing market, and will cover not only our budgeted operating costs and allocations to our reserve funds, but will also allocate funding toward the purchase of long requested charcoal grills for our recreation center. The 2011 budget has been posted and is available on the "HOA Management Page" of this website.

Back To School Sales Tax Holiday

Certain school supplies, clothing, and footwear purchases will be exempt from the state and local retail sales tax from August 6th through August 8th. See your local retailer or Virginia Department of Taxation’s website for more information.

Public Hearing for Proposed Local Asphalt Plant

If you wish to attend the public hearing about the proposed Finley asphalt plant in the Manassas/Bristow area, it will be held at the Board of County Supervisors Chambers at McCoart Building, 1 County Complex Court, Prince William, VA on July 27th.
